What is it?
The Joint Research Centre of the European Commission is looking for universities and Higher Education Institutions (HEIs) to jointly design, host and supervise PhD projects of common interest.
The PhD serves as a platform to explore new techniques and fresh ideas, and to strengthen the relationship between the institutions involved.
The call encompasses 25 collaborative research topics, ranging from cybersecurity to digital health and from climate science to behavioural science.

Why?
The JRC is looking to strengthen ties with academic institutions, to explore fresh ideas and new techniques. With this programme, we integrate doctoral research into our scientific units, and train a new generation of doctoral graduates on the science-policy interface.

Who is this for?
The 2025 call for Call for expressions of Interest is open to universities and HEIs that
- Are based in an EU Member State or a country associated to the Horizon Europe Programme
- Are entitled to award doctoral degrees and have administrative autonomy, including signing agreements with external partners.

Deadline
Apply online by 18 March 2025, 23.59 CET.
The selection results will be announced by 1 April 2025.
